What Are CDC Vouchers?

CDC Vouchers are digital vouchers issued by Singapore's five Community Development Councils (CDCs) to help Singaporean households offset daily expenses. They can be spent at participating hawkers, heartland merchants, and supermarkets island-wide. The scheme has been running since 2023 and has achieved a claim rate above 97%.

Unlike cash payouts that go to individuals, CDC Vouchers are allocated per household — meaning one set of vouchers per registered address, regardless of how many people live there.

2026 Voucher Tranches at a Glance

There are two separate CDC Voucher tranches in 2026. They are independent — you can and should claim both.

Tranche 1: S$300 (January 2026)

  • Amount: S$300 per Singaporean household
  • Claim start: 2 January 2026
  • Expiry: 31 December 2026
  • Split: S$150 for heartland merchants/hawkers, S$150 for supermarkets
  • Announced in: Budget 2025

Tranche 2: S$500 (June 2026)

  • Amount: S$500 per Singaporean household
  • Claim start: June 2026 (brought forward from January 2027 due to Middle East conflict cost pressures)
  • Expiry: 31 December 2027
  • Split: S$250 for heartland merchants/hawkers, S$250 for supermarkets
  • Announced in: Budget 2026, brought forward via April 2026 Ministerial Statement

Total for 2026: S$800 per household

If you claim both tranches, your household receives S$800 in CDC Vouchers during 2026 — the highest combined amount in a single year since the scheme began.

Who Is Eligible?

Eligibility is simple: every Singaporean household qualifies. There is no income test, no age requirement for the household representative, and no application form.

  • The household must have at least one Singaporean citizen registered at the address
  • One member claims on behalf of the entire household
  • Both HDB and private property households qualify
  • Rental tenants and landlords at the same address can both claim (as separate households) if they can provide proof of separate household status

If you live in a co-tenanted flat (multiple tenants sharing one address), each household can claim separately by visiting a Community Centre with proof of tenancy.

How to Claim: Step by Step

Digital Claim (Most Households)

  1. Visit go.gov.sg/cdcv on your smartphone
  2. Select the voucher tranche you want to claim (e.g., "CDC Vouchers 2026 (January)")
  3. Log in with Singpass
  4. Enter your mobile number (an OTP will be sent if it differs from your Singpass-registered number)
  5. Receive an SMS from "gov.sg" containing your unique voucher link
  6. Share the link with household members — anyone with the link can spend the vouchers

The entire process takes under two minutes if your Singpass is set up.

No Smartphone? Visit a Community Centre

If you do not have a smartphone or Singpass access:

  1. Visit your nearest Community Centre/Club (CC)
  2. Bring your NRIC
  3. Staff will help you claim and print physical voucher QR codes
  4. Locate your CC at www.onepa.gov.sg/cc

Authorising Someone Else

You can authorise a non-household member to claim on your behalf. They need to bring a completed Authorisation Form (available on vouchers.cdc.gov.sg) and supporting documents to a CC.

How to Spend Your Vouchers

At Hawkers and Heartland Merchants

  1. Open your voucher link from the SMS
  2. Select the "Heartland Merchants & Hawkers" tab
  3. Choose the denomination you want to spend (S$2, S$5, or S$10)
  4. Show the QR code to the merchant
  5. The merchant scans your QR code using the RedeemSG app
  6. Your voucher updates to "Redeemed" status

At Supermarkets

  1. Open your voucher link
  2. Select the "Supermarkets" tab
  3. Choose the denomination
  4. Show the QR code at the checkout counter
  5. The cashier scans it through their point-of-sale system

Participating Supermarkets (2026)

The following supermarket chains accept CDC Vouchers:

  • NTUC FairPrice (including FairPrice Finest and FairPrice Xtra)
  • Sheng Siong
  • Giant Singapore
  • Cold Storage
  • Prime Supermarket
  • HAO Mart
  • U Stars Supermarket
  • Ang Mo Supermarket

Together these chains have over 400 outlets across Singapore.

Participating Heartland Merchants and Hawkers

Thousands of heartland merchants and hawkers participate. Look for the teal-coloured "CDC Voucher" decal at shopfronts. You can also search for nearby participating merchants at go.gov.sg/cdcvouchers.

Typical participating businesses include:

  • Hawker stalls and coffee shops
  • Neighbourhood bakeries and provision shops
  • Hair salons and barber shops
  • Traditional Chinese medicine (TCM) shops
  • Neighbourhood minimarts
  • Optical shops
  • Tuition centres
  • Pet shops and veterinary clinics

The vouchers work island-wide — you are not restricted to merchants in your own constituency.

Voucher Denominations and No-Change Rule

CDC Vouchers come in fixed denominations: S$2, S$5, and S$10.

The critical rule: merchants cannot give change. If your purchase costs S$6.90 and you use a S$10 voucher, you lose the S$3.10 difference. Plan your spending to minimise waste.

**Practical tip:** Use the S$2 denomination for smaller purchases like hawker meals. Save S$10 denominations for supermarket trips where you can easily hit the exact amount or top up the difference with cash.

You can combine vouchers with cash in a single transaction — pay part with vouchers and the remainder with cash or card.

Sharing Vouchers Within Your Household

Once claimed, the voucher link can be shared with any household member via SMS, WhatsApp, or any messaging app. Anyone with the link can spend the vouchers.

Key points about sharing:

  • Only one person needs to claim — everyone else uses the shared link
  • There is no limit on how many people can access the same link simultaneously
  • The balance is shared — if one person spends S$50, the remaining balance decreases for everyone
  • You can check remaining balance anytime by opening the voucher link

**Tip:** Agree within your household on who spends what. A common approach is for one person to handle supermarket spending and others to use the hawker/heartland portion for daily meals.

Expiry Dates — Do Not Let Vouchers Lapse

This is the single biggest mistake Singaporeans make with CDC Vouchers. Despite the 97%+ claim rate, a meaningful amount of value expires unused every tranche.

There is no extension. Unclaimed or unspent vouchers are forfeited after the expiry date.

**Set a calendar reminder** for November 2026 to check your January tranche balance, and another for November 2027 for the June tranche.

Common Mistakes and How to Avoid Them

1. Not Claiming at All

About 2–3% of households never claim their vouchers. If you have not claimed, do it now — it takes two minutes.

2. Letting Vouchers Expire

Claim early, spend steadily. Do not wait until the last week — merchant systems can be slow during the rush period near expiry.

3. Losing Value to the No-Change Rule

Using a S$10 voucher for a S$3 hawker meal wastes S$7. Always match your denomination to your purchase amount, or top up with cash.

4. Falling for Phishing Scams

Scammers create fake CDC Voucher claim websites and send phishing SMSes. Protect yourself:

  • The only legitimate claim URL is go.gov.sg/cdcv
  • Legitimate SMS comes from sender "gov.sg" only
  • The voucher link always starts with https://voucher.redeem.gov.sg
  • Government will never ask for banking details, passwords, or money transfers to claim vouchers
  • If unsure, call the ScamShield Helpline at 1799 (24/7)

5. Household Claim Conflicts

If someone else at your address already claimed the vouchers and you believe you are a separate household (e.g., you are a tenant), visit your nearest CC before 15 December 2026 with your NRIC and proof of separate household (tenancy agreement, proof of overseas address, etc.).

6. Forgetting You Have Two Separate Tranches

The January and June 2026 tranches are independent. You must claim each one separately at go.gov.sg/cdcv. Claiming one does not automatically give you the other.

7. Not Checking Balance Before Shopping

Open your voucher link before heading out to confirm how much you have left in each category (heartland vs supermarket). The two pools cannot be mixed — heartland vouchers only work at heartland merchants, and supermarket vouchers only work at supermarkets.

Digital Claim Issues and Troubleshooting

"Someone else has already claimed"

The website shows the name of the household member who claimed. Check with them. If it is someone from a different household at the same address, visit a CC with proof of separate household.

Singpass Problems

  • Forgotten password: Reset at go.gov.sg/singpass-password-reset-guide
  • Need help: Call Singpass Helpdesk at 6335 3533 or visit a Singpass counter at any CC

Did Not Receive SMS

  • Check that your mobile number is correct in Singpass
  • Some phones block "gov.sg" messages — check your spam/blocked folder
  • If using an overseas number, SMS delivery may be delayed
  • Visit go.gov.sg/cdcv and log in again to resend the voucher link

Accidentally Deleted the SMS

Log in again at go.gov.sg/cdcv with Singpass. Your existing voucher link will be resent via SMS. You do not lose your vouchers.

Printed Vouchers Lost

If you printed vouchers at a CC and lost them, anyone who finds them can use them (they work like cash). Visit a CC to reprint your remaining balance, but lost/spent vouchers cannot be replaced.

Maximising Your CDC Vouchers

Stack with Supermarket Promotions

Supermarkets often run CDC Voucher promotions near launch dates. In January 2026, FairPrice offered a S$6 return voucher for every S$60 spent using CDC Vouchers. Watch for similar promotions when the June tranche launches.

Use Heartland Vouchers for Regular Meals

If you eat at hawker centres regularly, the S$2 denomination is perfect for daily use. A household eating out twice daily can use up S$150 in heartland vouchers within 5–6 weeks without changing habits.

Coordinate Household Spending

Assign the supermarket portion to whoever does the grocery shopping. Assign heartland portions to family members who eat out frequently. This prevents the common problem of one category expiring while the other is fully used.

Check the Merchant Map

Before visiting a new merchant, verify they participate at go.gov.sg/cdcvouchers. Not all hawkers and shops are enrolled — look for the teal decal.
